Telangana CM Chandrasekhar Rao meets PM Modi with 11 requests

and discussed 11 state-related issues.
It was KCR’s second meeting with Modi in last two months where he had a private audience with him for
45 minutes.
Telangana Rastra Samiti (TRS) chief discussed 11 state-related issues and submitted letters pertaining
to them to PM Modi.
KCR requested PM Modi to transfer the defence lands for construction of new state Secretariat building
at Bison Polo Ground and Gymkhana Ground in Secunderabad and also demanded a grant of Rs 20,000 crore
for his flagship Kaleshwaram Project.
CM KCR also submitted a letter on reservations for SC, ST and OBC stating that after the formation of
the state, the proportion of weaker sections population has increased compared to the combined state of
Andhra Pradesh.
”Thus, post bifurcation, the share of STs in Telangana has increased from 7.11 per cent in undivided
Andhra Pradesh to 9.08 per cent. Likewise, the population of Muslims in Telangana increased from 9.56
per cent in Andhra Pradesh to 12.68 per cent. The proportion of Backward Communities population has
increased to over 50 per cent of the total population. Therefore, there arose a need to relook at the
percentage of reservations in favour of SC/ST/BC in the state,” KCR said.
”Telangana State Commission for Backward Classes in its report submitted to chief minister in April
had recommended for enhancement of the percentage of reservation for Socially and Educationally
Backward Classes under BC-E Group from the existing 4% to 12%, thus exceeding 50 per cent cap set up by
the apex court.
”Supreme Court has clarified that, if quota should exceed 50%, the State shall make out a case showing
compelling circumstances for exceeding the limit. Tamil Nadu is providing 69 per cent reservation in
the state,” argued KCR.
Telangana has already passed Telangana Backward Classes, Scheduled Castes and Scheduled Tribes
(Reservation of seats in Educational Institutions and of appointments or posts in the services under
the State) Bill 2017 to provide reservations in educational institutions in the state and in
appointments in state services and it is pending with the Centre.
CM also requested Prime Minister Modi to instruct Ministry of Home Affairs to expedite the process and
accord President’s assent to the bill.
He also requested Modi to provide nod on new zonal system proposed by the state.
KCR also advocated for separate high court for Telangana and pointed out that currently out of 29
judges in the Hyderabad High Court, only 6 are from Telangana region.
“Indeed there is a feeling among the people of Telangana that formation of the state is still
incomplete without having its own high court.” said KCR.
